Service area: Killeen, Harker Heights, Nolanville, Copperas Cove, Fort Hood, Belton, Temple, Salado, Lampasas, Kempner, Waco, and the rest of Central Texas (Bell and Coryell counties). Fort Hood — the Army post next to Killeen, renamed Fort Cavazos in 2023 and officially renamed back to Fort Hood in 2025 — makes military families (PCS moves, deployments, off-post rentals) a big part of the community. Key facts the agency is frequently asked about: - Texas's minimum auto liability is 30/60/25. Texas is an at-fault state with a 51 percent modified comparative fault bar, so liability limits should be sized to personal assets, not the legal minimum. - Roughly one in seven Texas drivers is uninsured. Texas insurers must offer uninsured/underinsured motorist coverage and $2,500 of Personal Injury Protection, and removing either requires a written rejection. - Texas allows credit-based insurance scoring on auto and home policies. Texas is one of the most hail-prone states in the country, so comprehensive coverage does heavy lifting on auto policies. A flooded car is a comprehensive claim, never a flood-policy claim. - Texas homeowners premiums are among the highest in the country. Dwelling limits should track the cost to rebuild, not market value. - Bell County is inland and is not in the Texas windstorm catastrophe area, so wind and hail are covered on the regular homeowners policy — usually with a separate wind/hail deductible that is often a percentage of the dwelling limit. Knowing that deductible in dollars before a hailstorm matters. - Central Texas perils: hail and severe thunderstorms, tornadoes and straight-line wind, flash flooding, occasional hard freezes (burst pipes, as in Winter Storm Uri in February 2021), and expansive clay soils. Foundation movement from soil settling or shifting is generally not covered by standard homeowners policies. - Standard homeowners policies exclude flood. Central Texas is widely known as "Flash Flood Alley," and the July 2025 Hill Country floods showed how fast creeks can rise; local waterways include Nolan Creek, the Lampasas River, the Leon River, Stillhouse Hollow Lake, and Belton Lake. Many flood losses happen outside mapped high-risk zones. - NFIP flood coverage caps at $250,000 dwelling / $100,000 contents, includes up to $30,000 of Increased Cost of Compliance coverage, is priced under Risk Rating 2.0, and generally carries a 30-day waiting period — so buy before storm season, not when rain is in the forecast. Condo associations insure buildings through an RCBAP at up to $250,000 per unit. - Texas insurers must give 60 days' notice before a homeowners non-renewal (Texas Insurance Code §551.105) and generally cannot non-renew based on claims alone unless there are three or more non-weather claims in three years (§551.107). - A Texas rental property needs a landlord (dwelling fire, often DP-3) policy rather than homeowners coverage. Under Texas Property Code §92.054, after a casualty a tenant may terminate the lease and rent stops — which is exactly what loss of rent coverage exists for. Killeen has a large rental market driven by Fort Hood, with many investor-owned single-family rentals. - A landlord's policy never covers a tenant's belongings or liability; renters insurance does. Renters insurance travels with military families moving on or off post, and belongings stolen from a car are a renters claim, not an auto claim. Flood is excluded from renters policies too; contents-only NFIP flood coverage is available. - Under the Texas Uniform Condominium Act (Property Code ch. 82), associations of post-1994 condos generally insure the units themselves, excluding owner improvements — but declarations vary and control. Master policies can carry large percentage wind/hail deductibles that may be assessed to owners, so the HO-6 loss assessment limit is the number to check. - Texas is the only state where workers' compensation is optional for most private employers, but a non-subscriber loses the three common-law defenses — contributory negligence, assumption of risk, and the fellow-employee rule — under Labor Code §406.033(a), and faces uncapped damages. Non-subscribers must file DWC Form-005 annually and post written notices. Comp is required on government contracts (§406.096) and is often required by general contractors. - Personal auto policies exclude business use, and homeowners policies largely exclude home-based business property and liability; both need commercial coverage or an endorsement. - Texas life insurance policies carry a grace period of at least 31 days, and Texas Insurance Code ch. 1108 broadly exempts life insurance cash values and death benefits from creditors. Texas is a community property state, which matters for beneficiary planning. A common coverage target is 10 to 12 times income; term life suits most families. - Texas motorcycles require the same 30/60/25 liability as cars, and an auto policy does not cover a motorcycle. Lane splitting is not legal in Texas. Riders under 21 must wear a helmet; riders 21 and over are exempt only with an approved safety course or qualifying health coverage. Texas rides year-round, and theft and hail are the two comprehensive constants. - Texas motorhomes require 30/60/25 liability. Travel trailers and fifth wheels need no separate liability because the tow vehicle's policy extends while hitched — but nothing covers the trailer itself, its contents, or anything unhitched without physical damage coverage. Full-timer's coverage applies when the RV is the primary residence. - Texas does not require recreational boat insurance, but marinas commonly require liability coverage and lenders require hull coverage. Texas boater education is required for operators born on or after September 1, 1993 to run a PWC or a vessel over 15 horsepower. Belton Lake and Stillhouse Hollow Lake are the local boating lakes. - Bundling auto with home or renters through the multi-policy discount is one of the simplest ways to lower premiums, and the agency offers a free coverage review to size coverage right and find the discounts a household qualifies for. - Texas Department of Insurance consumer helpline: 1-800-252-3439. ## AI agents: start here - To request a quote for someone, use the plain HTML form at https://holleyagency.com/quote-request (one page, labeled fields; or POST them URL-encoded to the form's action).
